1.0 Membership

Membership in the Golf League shall be open to anyone that is a friend or family member of a past or present league member with board approval.
 

2.0 League Officers

League officers for the season are:

2.1 Future Officers (The following will NOT always be applicable depending on the level of interest of members to serve as league officers). -- To maintain league continuity the preferred succession of officers from season to season is for the Vice President to assume the role of President, and either the Treasurer, Statistician or Secretary to assume the role of Vice President. The outgoing President is requested to serve one year as the Ex Officio to support the transition. League members interested in volunteering for an officer position for the next season should contact the current Vice President or Secretary.

 3.0 League Schedule

The league’s season will consist of approximately 18 weeks of match play and two or three weeks of playoffs at Segregansett CC, 85 Gulliver St., Taunton, MA beginning on approximately the first/second Wednesday in April.

The schedule will be posted on the front page of the Golf League Website. (MNGL.org)

 

 

Season ending tournament/banquet will be determined by the committee during the first half of the season.  A mid-season cookout/voucher for Segregansett bar/restaraunt will be scheduled in the June/July timeframe as funding and availability allows.

 


 

 

 4.0 Player Eligibility

Eligibility for the annual draft is determined in the following order:

1st – Members from last year’s ‘Regulars’ season ending roster

2nd – Members having to leave the league last season

3rd – Members from last year’s ‘Spares’ season ending roster

4th – Members from previous years (other than last year)

5th – New members entering the league for the first time

6th – If there are more players than available positions selection will be determined by a majority vote of the League officers.

 

5.0 Dues

Dues are set annually by the League officers and will be announced prior to the draft. The dues for the season will be $80.00 for members and $60.00 for spares.  All dues should be paid to the treasurer before the start of the season if possible, or as soon as possible during the first few weeks of the season.

 

 

6.0 League Structure

  1. The league will consist of an even no. of teams with four (4) or five (5) players per team.
  2. The relative position of each of the players on the team will be determined by each player’s individual quota.
  3. The league format will consist of ‘team’ and ‘individual’ play.
  4. ‘Team’ and ‘individual’ play will be governed by the league match schedule.
  5. Each match will consist of nine (9) holes of play using a head-to-head format against players of the same positions on opposing teams.
  6. Players will be repositioned during the season at the end of each quarter based on their individual quotas compared to their teammates’ quotas.  There will be no quota readjustments during the ‘playoffs’ or ‘championship’ rounds.
  7. No player will be allowed to change more than one position during the repositioning process, unless it is due to a new league member joining, where the quota assigned to that golfer was inappropriate. The statistician and President will be responsible for final decisions on this situation.  (i.e. a #1 player cannot drop to a #3 player)
  8. No team(s) or player(s) will agree to play their matches at any other course or on another day.  However, early same day head-to-head matches must insure that their cards are turned in. Early play is only available if the CC will allow it.
  9. Decisions to call off any matches due to inclement weather will be made by the League officers at noon (if possible) on the day of match play, or, by 3:30 PM at the course.
  10. The league officers will determine adjustments to schedule based on weather related cancellations and course non-availability (i.e. closed for tournaments or for aeration of greens, etc…)
  11. If a new member’s quota has been estimated to be off by a significant amount, the committee may adjust that person’s quota after the first few weeks.  Refer to item 7 above.
  12. If a spare replaces a regular during the middle of a quarter, the committee may reposition the player position to place the new regular into their proper position.

 

7.0 Team Selection

Team selection will be determined by a random draw. Each team will be drafted a 1, 2, 3, 4 and possibly 5th, position player.  The cut line for draft will be based on the leagues ‘eligibility’ requirements and the number of players interested in playing in the league. Those falling below the cut line will be classified as spares. The ‘regulars’ will be listed in descending order based on prior year or estimated quota. The top ten quota players will be team captains. The second ten players will occupy the #2 positions, the next ten the #3 positions, the next ten the #4 positions and the final ten will be the #5.  This may be adjusted based on the number of teams and players, but the logic will still hold true.  The teams will then be selected by a random draw where the no. 1’s will be placed in the order 1-10 as selected.  The no. 2’s will then be selected for teams 10-1, the no. 3’s will then be selected for teams 1-10, the no. 4’s will then be selected for teams 10-1, the no. 5’s will then be selected for teams 1-10.

 

 

8.0 Order of Play

1.       The order of play will be in twosomes. When you and your opponent have arrived at the tee, and not before, place one ball behind the tee markers for your twosome.  Twosomes will be combined to tee off as foursomes or in some cases if it is with a single spare or someone without a match opponent, as a threesome.  The goal is to try our best to go out in foursomes to increase the rate of play and for efficient use of the golf carts.

2.       Any player without an opponent should make an attempt to find another partner before placing a ball behind the tee markers.

3.       If you and your opponent are present at the course and are waiting to tee off, you must play your round together.  (Ex. Your opponent has not arrived at the tee so you make plans to play with a group. Prior to teeing off, your opponent arrives at the starting tee.) Failure to comply to this rule will result as follows:

a.        If both players blatantly ignore the rule and play separately then both will receive 0 pts.

b.       If one player ignores rule (opponent wants to play head-to-head) then the offending player receives 0 pts. The opponent, willing to play the head-to-head match, will play against the no show point system.

c.        The only exception to this rule occurs when both golfers have agreed to match cards due to schedule conflicts. See 8.9 for further information.

  1. The order on the tee will be the first ball behind the tee markers.
  2. Tee times are from 3:00 PM to 5:00 PM. All players must be off the tee prior to 5:00 PM or as the CC requires.  
  3. All players are encouraged to contact their respective opponents prior to noon on the day of their scheduled match (at the latest) to agree on an approximate tee time.
  4. Head-to-head matches may be permitted prior to 3:00 PM if playing 18 holes – tee times must be made for this case or as the course permits. Non head-to-head matches are not permitted prior to 3:00 PM unless both league players have confirmed no-shows, are not on the same team or consent of opponent is granted.
  5. If you have not been able to contact your opponent you may place a ball behind the tee marker at any time, however, you must make an attempt to contact your opponent prior to your match. If a player

 

 

does not attempt to contact his opponent via e-mail or leaving a phone message the committee will review the players actions and determine if his match will be forfeited.

  1. If you and your opponent cannot agree to a tee time within one half-hour due to circumstances beyond your control, matched cards will be permitted.  But the intent of the league is to play Match Play, so players are expected to be available to tee off anytime during the allowed tee times.  But if work prevents a player from playing early, his opponent is expected to wait and play against them at a later tee time.
  2. Players without opponents must play in a group consisting of at least one League member and must have their scores attested. Scores must be attested by a League member on a team other than that of the member’s score being attested.
  3. In regards to the order of play, spares have the same rights as regulars and are encouraged in the same way to pair up with other spares or regulars without opponents or opponents in which they are matching cards.

 

9.0 Team Play

  1. All team play will be strictly head-to-head matches unless a player has no opponent. See section 13 for no show matches.
  2. Team standings will be determined by a 20 point earned system as follows:   Points will be awarded at the end of the end of the quarter.  The points awarded will be 2 pts for the team that accumulated the least amount of points, 4 for the next to last place team, 6 for the next position team and so forth until the first place team receives the most, i.e. 12 for a 6 team league, 16 for an 8 team league.   Should there be a tie between teams the allotted points for the positions of the teams in question will be added up and divided by the # of teams tied.  (ex: 10 teams in league, two teams tied for 2nd place… take the point average for 2nd and 3rd = (18 + 16 pts) / 2  = 17  pts per team will be awarded)

 

 

11.0 Quota Formula

The ‘quota’ formula is based on a pre-load quota using last season’s ending quota as noted below.  Note that matches means matches actually played, not the week no.  If you miss a week, the calculation does not advance to the next one.  These are actual matches played.

 

  1. Matches played 1 through 6:

1 - (Pre-load quota equals the new quota)

2 - ((1st match’s actual quota) + (5 * pre-load quota))/6 = new quota

3 - ((1st & 2nd match’s actual quota) + (5 * pre-load quota))/7 = new quota

4 - ((1st, 2nd & 3rd match’s actual quota) + (5 * pre-load quota))/8 = new quota

5 - ((1st, 2nd, 3rd & 4th match’s actual quota) + (5 * pre-load quota))/9 = new quota

6 - ((1st, 2nd, 3rd, 4th & 5th match’s actual quota) + (5 * pre-load quota))/10 = new quota

 

  1. Matches played 7 through 10:

7 - ((1st, 2nd, 3rd, 4th, 5th & 6th match’s actual quota) + (4 * pre-load quota))/10 = new quota

8 - ((1st, 2nd, 3rd, 4th, 5th, 6th & 7th match’s actual quota) + (3 * pre-load quota))/10 = new quota

9 - ((1st, 2nd, 3rd, 4th, 5th, 6th, 7th & 8th match’s actual quota) + (2 * pre-load quota))/10 = new quota

10 - ((1st, 2nd, 3rd, 4th, 5th, 6th, 7th, 8th, & 9th match’s actual quota) + (1 * pre-load quota))/10 = new quota

 

  1. Matches played 11 through 18:

The sum of the 10 highest quota will be used and be divided by 10 = new quota

 

 

12.0 Individual Quota Points

  1. All points are based on attested holes of match play only.
  2. Individual quota points are accumulated on each hole as follows:

                    2 over par (double bogey) = 0.5 quota point

                    1 over par (bogey)             = 1.0 quota point

                    even par (par)                    = 2.0 quota points

                    1 under par (birdie)            = 4.0 quota points

                    2 under par (eagle)            = 8.0 quota points

                    3 under par                        = 16.0 quota points

 

 

 

13.0 Individual Match Points

  1. All points are based on nine holes of play and comparing players quota shot that day vs. their match quota.
  2. If Both players do not show for their matches then each player is given 6 match points each and considered a tie for the match.
  3. A player with no opponent must play their round to receive ‘match’ points. The round must be completed with, and attested by, other League players.

If a player's opponent is a no show the player's quota will be matched against the no show point system card to determine match points, see table below.

14.0 Individual Team Points

  1. Equals individual ‘match’ points.
  2. The maximum ‘team’ points a player can earn in any given match is eighteen (18).
  3. All ‘team’ points will be accumulated each week to determine league standings.  The lowest individual match points will not be counted in the total team points during the regular season.  The total will be the 4 highest individual match points.  However, if there is a no show on a team, then the no show points will not be counted in the total team points.  If there is more than one no show on a team, the lowest no show points will be discarded.
  4. A player with no opponent must play their nine holes in the company of another League member, and have their score attested before any points are awarded.

 

15.0 Score Cards

  1. All score cards must be neat and contain the following information: each player’s name,  scores, quota points and match points.
  2. All score cards must be attested, and signed by at least one League player not on the same team completing their round in your playing group.
  3. Record both you and your opponents score information on the scoring sheet and include score cards with the record book for verification. 
  4. If you are matching cards, then enter your opponents score on your score card or have your opponent do it. Then record both score information on the scoring sheet.
  5. If your opponent is late for his match mark "LS" (for Late Start) on the score card. (See Rule 16.3)
  6. If a player can not finish his match mark "FH" (for Forfeited Hole(s)) on the score card.  (See rule 16.4)
  7. If your opponent is a no show, then mark “No Show” on your scorecard and “NS” on the scoring sheet. Use the no show point system (13.3) for your match score and also record your opponents match points on the sheet. 
  8. If both players are absent a team Captain will mark "NS" (for No-Show Absence) on the scoring sheet.

 

16.0 Player Absenteeism

  1. If a regular player is excessively absent during the season, he may be dropped from regular play pending a review by his captain and the League officers.
  2. Should both players be absent for their scheduled match each will receive six (6) ‘match’ points.  See Section 13.3.
  3. A player who arrives late, but catches up to his opponent is given a minimum triple bogey or two (2) strokes more than his opponent’s score on the holes missed. This is very uncommon as most players would match cards after the round; however, this may come into play if the individual is the only golfer remaining on the starting tee.
  4. A player that does not finish his match for any reason will be given a minimum triple bogey or two (2) strokes more than his opponent’s score on forfeited holes.
  5. If a player’s attendance falls below 60% at the end of the year, then that player will not be eligible for the next years draft but can play as a spare. However, the committee may override this rule if members are needed or other circumstances arise.

 

17.0 Player Replacement

When a spare or new player replaces a regular player on a team, use the following steps:

    1. The replacement player is to be the one in the league the longest.

1a. Should the length of time in the league be impossible to establish then the committee will determine the replacement player.

    1. Should more than one replacement player be eligible under step 1) or there are no replacement players that have previously been in the league.  The replacement player will be the one with the closest quota to the player that is being replacing.

    

18.0 General Courtesy

  1. The highest quota player will police his foursome during the match and attempt to resolve all questions regarding rules of play.
  2. Position all golf bags, walking carts or electric carts to the rear or side of the green before putting on the green.
  3. Mark score cards on the next tee, not on the green just played.
  4. Any penalty situation must not exceed a three-minute time limit.
  5. For all par-3’s, once on the green, but prior to putting out wave up the following group to help speed up play.

 

19.0 Spares

  1. A spares list will be maintained by the league.  New spares have to be willing to play as a regular player, if needed. 
  2. If a regular player knowingly cannot play for 3+ weeks (i.e. injury, long term travel, etc…) a spare can fill in until the regular returns.
  3. Spares are not eligible for closest to the pin on par 3’s and 2nd shots on applicable holes.  The prize money for these are not included in their yearly dues.

 

20.0 General Rules of Play

  1. U.S. Golf Association (USGA) rules govern all play except for  general or specific League rules and course rules.
  2. There will be no practice rounds, holes or shots taken on the same nine on the day of the match, with the exception of the practice green or the driving range.
  3. There will be no practice shots on the tees, in the fairways or on the greens anytime during a match.
  4. There will be no group with more than four (4) players, except for tournaments, per the course rules.
  5. No mutual agreements can be made to ignore any out-of-bounds or to move any ball in the rough without a penalty with the following exception(s):
    1. An agreement can be made to allow an opponent to pick up and drop his ball 6” from the original position and no closer to the hole IF the ball is in the rough, NOT beyond the tree line, AND is resting on rocks or roots. In the case where the rocks/roots cover a large area around the ball and 6" does not create relief, the opponent may move straight back from the green (NOT parallel) and drop his ball at the nearest point of relief.

 

 

  1. All penalty situations, lost balls, ball out of bounds or in hazards, will not exceed a three-minute limit to speed up the play of the league.
  2. A maximum of ten (10) strokes per hole will be enforced. Pick up your ball and proceed to the next hole (except, when both players have not holed out play should continue to determine the winner of the hole).
  3. Each player must exercise common sense and play at a moderate pace to help speed up the play of the league.
  4. Score cards should be marked at the next tee, not on, or next to, the green just played, to help speed up the play of the league.
  5. Should a hole be open in front of any foursome on the tee, both foursomes may tee-off together, then let the trailing foursome play through.
  6. Yardage finding tools such as handheld GPS units or binocular style range finders are allowed during play. Yardage books are acceptable and may include personal notes.

 

21.0 Specific Rules of Play

  1. ‘Preferred’ lies in your fairway only, no closer to the hole. ‘Preferred’ lies will be allowed in the fairway only, NOT from tree line to tree line. ‘Preferred’ lies cannot be taken to remove hazards from play or to improve the line of flight of the ball. A ‘preferred’ lie means that the ball may be rolled over onto a clump of grass or out of a divot, etc., and is usually consistent with only a few inches of movement.   (No ‘stroke’ penalty)
  2. ‘Unplayable’ lie due to casual water - take a free lift no closer to the hole and consistent with 1) above.    (No ‘stroke’ penalty)
  3. ‘Plugged’ balls due to wet conditions:

a.       In own/another fairway - pick, clean and place no closer to the hole.  (No ‘stroke’ penalty)

b.       In own/another rough - pick, clean and drop no closer to the hole.  (No ‘stroke’ penalty)

  1. ‘Lost’ ball due to plugging or wet conditions –

a.       In own fairway - replace new ball in general location.  (No ‘stroke’ penalty)

b.       In own rough – drop new ball in general location.   (1 ‘stroke’ penalty)

  1.  ‘Lost’ ball in another fairway or rough even lost due to plugging or wet conditions - replace ball in general location.    (1 ‘stroke’ penalty)
  2. Area marked ‘Under Construction’ - take a free lift behind the construction no closer to the hole. (No ‘stroke’ penalty)
  3. Area marked as ‘drainage ditch’ – take a free lift behind the hazard no closer to the hole. (No ‘stroke’ penalty)
  4. ‘Man-made Obstructions’ (not part of out of bounds) – take two club lengths from the obstruction (including fences, water pipes, 150 yard bushes / markers, stone walls or poles, etc.) no closer to the hole.     (No ‘stroke’ penalty)
  5. Hit ball into the woods – if played, as it lies, without being moved or touched.  (No ‘stroke’ penalty)
  6. If you hit the wrong ball, you lose the hole automatically, but continue play to record score, with no stroke penalty.
  7. ‘Lost’ ball in the woods – will be played anywhere along the flight path of the ball from the origin to the point of entry on the fly, tee side of the hazard, no closer to the hole. (1 ‘stroke’ penalty)

 

 

  1. ‘Lost’ ball in the water – will be played anywhere along the flight path of the ball from the origin to the point of entry on the fly, tee side of the hazard, no closer to the hole. (1 ‘stroke’ penalty)
  2. ‘Out-of-bounds’ whether the result of a tee or fairway shot – hit from the point of entry on the fly, where the ball went out of bounds, two club lengths no closer to the hole.   (1 'stroke penalty)
  3. All disputes not resolved during match play should be presented to the Rules Committee. Their decision is final.  

 

22.0 Awards

22.1 Weekly Awards

  1. Closest-to-the-pin on #3 or 13 – 1 player award – up to  winners ($ cash prize)
  2. Closest-to-the-pin on #6 or 17 – 1 player award – up to  winners ($ cash prize)
  3. Closest-to-the-pin on second shot #5 or 11 – 1 player award – up to  winners ($ cash prize)

 

22.2 Season Final Awards - Individual

  1. Season’s most match points – 1 or 2 winners ($ cash prize)
  2. Season’s most plus points – 1 or 2 winners ($ cash prize)
  3. Best winning percentage – 1 or 2 winners ($ cash prize)
  4. High average team points by position – 5 winners  (One position will win in 21.2.1)  ($ cash prize)
  5. High average quota by position – 5 winners ($ cash prize)
  6. Most improved player for league – 1 or 2 winners ($ cash prize)
  7. Lowest seasonal score by position – 5 winners  ($ cash prize)

If a tie occurs for an individual season award, it will be broken using the following sequence:

a.       The Committee will determine if funds are available to pay both winners.

b.       Highest attendance

C.    Award split evenly amongst winners.

22.3 Season Final Awards - Team

  1. 4th place team overall - $ cash prize – 4 or 5 winners
  2. 3rd place team overall - $ cash prize – 4 or 5 winners
  3. 2nd place team overall - $ cash  prize– 4 or 5 winners
  4. 1st place team overall - $ cash prize – 4 or 5 winners

 

 

22.4 End of Year Tournament – Net Score

Depending on the number of golfers that will attend the end of year tournament, they will be divided into as many even groups as possible, in groups of 8-10 players.  There will be payouts for the top 2-3 finishers, depending on available funds, for each group.  Spares will use their calculated quotas and guests quotas will be calculated based on average scores and handicap provided.  All players will be organized in decreasing order of quota and then broken up into the groups mentioned.  Example Payouts are shown below:

1.  Group 1 – 1st, 2nd and 3rd place $ cash prize

2.     Group 2 - 1st, 2nd and 3rd place $ cash prize

3.     Group 3 - 1st, 2nd and 3rd place $ cash prize

4.     Group 4 - 1st, 2nd and 3rd place $ cash prize

5.     Group 5 - 1st, 2nd and 3rd place $ cash prize

6.     Group 6 - 1st, 2nd and 3rd place $ cash prize

7.     Group 7 - 1st, 2nd and 3rd place $ cash prize

8.     Group 8 - 1st, 2nd and 3rd place $ cash prize

9.     Group 9 - 1st, 2nd and 3rd place $ cash prize

10.   Group 10 - 1st, 2nd and 3rd place $ cash prize

11.   Closest to Pins – 4 prizes $ cash prize

 

23.0 Formulas for Awards

  1. Weekly match inputs will be used for all season ending awards.
  2. Award calculations are based on player's individual and team performance.
  3. Eligibility for awards requires players to have 60% or above attendance or above 10 matches.
  4. Best winning %:  (Total wins plus (total ties divided by two)) divided by total matches.  Example: 11W / 4T / 3 L  =  (11 + (4/2))/18 = 72.22%
  5. High average match points:  total match points divided by matches played.
  6. High average individual quota:  total of the 10 highest quota scores divided by 10.
  7. Most improved individual player:  average score difference (starting minus ending) plus average quota difference (ending minus starting).  Excludes new players this season (players must have played in the league last season to be eligible).
  8. Lowest seasonal score: lowest score recorded during the season.

 

24.0 Tie Breaker Process (Match Play)

24.1 Regular Season

If a tie occurs at the end of the season it will be broken using the following sequence:

a.       Winner of head-to-head competitions. If head to head competition is a tie then proceed to “b".

b.      Total of all regular team points for the season. If this is a tie then proceed to “c”.

c.    Flip of a coin.

 

 

 

 

24.2 Playoffs

If a tie occurs during the playoff rounds it will be broken using the following sequence:    

a.       Winner of head-to-head competitions. If head to head competition is a tie then proceed to “b".

b.       Total of all regular team points for the season. If this is a tie then proceed to “c”.

c.    Flip of a coin.

 

 

25.0 Specific Playoff Rules

  1. If there are 10 teams, the top 6 teams, determined after the regular season play (see rule 9.2), will participate in the playoffs as follows:
    1. Round 1: Match A: 3rd Rank vs. 6th Rank   

  Match B: 4th Rank vs. 5th Rank

b.       Round 2: Match C: best ranked winner of matches A and B vs. 2nd Rank

  Match D: worst ranked winner of matches A and B vs 1st Rank

c.        Round 3: Match E: winners of matches C and D for 1st and 2nd place

  Match F: losers of matches C and D for 3rd and 4th place

2.     The Bottom 4 teams will play in a separate play-off, termed the “Toilet Bowl”

    1. Round 1: Match G: 7th Rank vs. 10th Rank   

  Match H: 8th Rank vs. 9th Rank

b.       Round 2: Match I: winners of matches G and H

  Match J: losers of matches G and H

3.     All five team match point scores will be counted in playoffs. 

 

26.0 Golf League Rule Changes

  1. All rule changes must be voted on by the league committee and the majority rules during this process.  In the case of a tie, the item will be tabled and will be included in the next vote.  In some cases, the vote can be submitted to the league membership for a vote.
  2. All proposals must be submitted to the committee in writing (email is acceptable), which, in turn, will discuss the change and hold a vote. The vote shall include implementation date for the rule change (immediate, next season, etc...).

Updated in various sections, most notably sections 2.0, 7.0, 8.0, 9.0, 10.0, 11.0, 13.0, 14.0, 17.0, 19.0 (new), and 21.0, 22.0, 23.0, 24.0 (formerly 20.0 thru 23.0).  Most changes were to accommodate Seggregansett and eliminate references to Rehoboth, league structure for 10 teams, 18 matches per year, play-off format, end of year prizes, and adding section regarding spares.  Also No Show scores were modified per section 13.0 and closest to the pin awards after 2nd shot were added for hole #5 and 11.
